Notice of Adoption of City of Ryde Section 7.11 Development Contributions Plan 2020 and City of Ryde Fixed Rate Levy
Pursuant to Clauses 31 and 32(2)(a) of the Environmental Planning and Regulation 2000.
Council has adopted two (2) new Development Contributions Plans under Section 7.11 and 7.12 of the Environmental Planning and Assessment Act, which will come into effect on 1 July 2020.
At the 24 March 2020 Council Meeting, Council resolved to adopt the following Developer Contributions Plans:
- City of Ryde Section 7.11 Development Contributions Plan 2020
- City of Ryde Fixed Rate Levy (Section 7.12) Development Contributions Plan 2020
Both plans were adopted without change from the publicly exhibited draft plans.
Council’s current Section 94 Developer Contributions Plan 2007 (Interim Update 2014) will be repealed by the City of Ryde Section 7.11 Development Contributions Plan 2020 on 1 July 2020.
The City of Ryde Section 7.11 Development Contributions Plan 2020 and City of Ryde Fixed Rate Levy (Section 7.12) Development Contributions Plan 2020 will become operational on 1 July 2020.

Section 7.11 (formally s94) of the Environmental Planning and Assessment Act 1979 (EPA Act) enables Councils to levy contributions for public amenities and services as a consequence of development.
The EPA Act and the Environmental Planning and Assessment Regulation 2000 (EPA Reg) require Council to prepare a Contributions Plan, if Council intends to levy any contributions under the terms of s7.11 of the EPA Act, and make Council publicly accountable for the use and administration of contributions it receives.
Council's Section 7.11 Development Contributions Plan titled, Section 94 Developer contributions Plan 2007 (Interim Update 2014) (the Plan) applies to all land within the Ryde local government area (LGA).
The Plan was made effective on 19 December 2007, has been reviewed and updated over time with the last major update in 2014. The latest version of the Plan was made effective on 10 December 2014 and is provided as follows:
Purpose of the Plan
The purpose of the Plan is to provide the necessary framework for the efficient and equitable determination, collection and management of developer contributions towards the provision of public amenities and services such as:
- Community and cultural facilities
- Open space and recreation facilities
- Civic and urban improvements
- Roads and traffic management
- Transport and accessibility
- Stormwater management.
The provision of such services and amenities is to be undertaken to ensure that appropriate and reasonable environmental, amenity and servicing standards are achieved throughout the City. The Plan also provides that the facilities are designed and constructed to a standard that is proportionate with the needs of both the existing and future population that will utilise them.
